Protect College Mound
Protect College Mound is a community organization dedicated to protecting the health, environment, natural resources, rural character, heritage, and quality of life of College Mound and the surrounding community.
We work to educate and inform residents, encourage community participation, advocate for our community’s interests, and help ensure that the voices of those who live, work, farm, and worship here are heard in decisions that affect our future.
Our First Victory!
On October 9, 2026, we received confirmation from the Texas Commission on Environmental Quality (TCEQ) that Estrada Concrete Company, LLC had withdrawn its application for a double concrete batch plant next to the College Mound water tower on FM 429.
This marks a major first victory for Protect College Mound and our community!
We mobilized in an extraordinary way! Together, we distributed more than 4,000 flyers, put up over 200 yard signs, and submitted more than 180 public comments to the TCEQ. Our efforts also gained the attention and support of our elected officials, including letters from our State Representative and State Senator. Every contribution mattered, whether it was knocking on doors, spreading the word, putting up a sign, submitting a comment, or simply showing support.
Lawyers and environmental advocates have told us that withdrawing a permit application at this stage is rare. They believe our strong, united, and very public opposition played a decisive role.
We won because we were LOUD, TOGETHER!
By coming together, raising our voices, and taking swift action, we helped protect College Mound and its surrounding communities from a major industrial development.
What we stopped
In July 2026, Estrada Concrete Company, LLC. has applied for authorization for a “Double” Concrete Batch Plant facility, on FM 429, directly next to the College Mound water tower. Our top concern was AIR QUALITY, but our list of concerns is long.
The proposed facility (Permit Number 184603) would have been authorized to produce up to 300 cubic yards of concrete per hour and 650,000 cubic yards per year, with operations permitted 24 hours a day, 7 days a week.
For College Mound and surrounding communities, the proposed facility raised concerns about particulate matter and concrete dust, including crystalline silica; industrial noise; increased heavy-truck traffic; nighttime lighting; water use and water resources; and potential impacts on our health, livestock, agriculture, wildlife, property, and quality of life.
The proposed facility would have introduced a major industrial operation into an established rural community of homes, farms, livestock, agricultural land, businesses, and wildlife habitat. College Mound United Methodist Church, the historic College Mound schoolhouse and cemetery, and other community landmarks were located nearby.
Is It Ever “Just One”?
Our victory against the proposed concrete batch plant was an important first step, but the threat of future industrial development remains.
We understand that Kaufman County’s rapid growth requires vast quantities of industrial materials. We welcome growth and development, but not at the expense of our community’s health, environment, and rural way of life.
As an unincorporated community, College Mound lacks many of the zoning and land-use protections available to incorporated cities. This leaves us vulnerable to industrial development, and we refuse to become a repeated target.
Our first victory demonstrated what we can accomplish when we stand together. As the surrounding area continues to grow and develop, we want to send a loud and clear message:
College Mound is a Community — not an Industrial Zone.
And we intend to keep it that way.
